drinkers and smokers will have to pay more to indulge in their vices after the chancellor raised taxes on alcohol and cigarettes to wage war on tax fraud. gordon brown insisted the rises in duty would be used to pay for a clampdown on smugglers, who were costing the treasury £4billion each year in lost revenue.
